Clint Bowyer spun out after some weird radio chatter resulting in a restart which changed the complexion of the race. Martin Truex Jr. got into the Chase in a tiebreaker at the end of the event. After the penalties levelled tonight he was removed from the Chase and Ryan Newman is now in the Chase.<!--more--><\/p>\n<p><a href=\"http:\/\/www.motorracingnetwork.com\/Race-Series\/NASCAR-Sprint-Cup\/News\/Articles\/2013\/09\/NASCAR-Drops-the-Hammer-On-MWR.aspx\" target=\"_blank\">NASCAR penalized MWR and each MWR team<\/a>, not a specific car\/team. Mike Helton ended up penalizing the team, not a specific car. Here&#8217;s the text of NASCAR&#8217;s statement:<\/p>\n<p>DAYTONA BEACH, Fla. (Sept. 9, 2013) &#8212; NASCAR has issued penalties to Michael Waltrip Racing following the sanctioning body\u00e2\u20ac\u2122s review of Saturday\u00e2\u20ac\u2122s race at Richmond International Raceway.<\/p>\n<p>MWR was found to have violated Section 12-4 (Actions detrimental to stock car racing). As a result, MWR\u00e2\u20ac\u2122s three teams in the NASCAR Sprint Cup Series (No. 15, 55, 56) have been penalized with the loss of 50 championship driver and 50 championship owner points, respectively. These point penalties are assessed following the season\u00e2\u20ac\u2122s 26th regular-season race and not after the seeding for the Chase for the NASCAR Sprint Cup. Therefore, the point total for the No. 56 car driven by Martin Truex Jr. is reduced to 691, putting him in 17th position and eliminating him from the second Wild Card berth for the Chase field. Ryan Newman, driver of the No. 39 car, now moves up into the Chase as the second Wild Card participant.<\/p>\n<p>NASCAR has also fined the MWR organization $300,000 and indefinitely suspended Ty Norris, MWR Executive Vice President\/General Manager and spotter for the No. 55 car, for violating Section 12-4. The three crew chiefs &#8212; Brian Pattie (No. 15), Scott Miller (No. 55) and Chad Johnston (No. 56) &#8212; have all been placed on NASCAR probation until Dec. 31.<\/p>\n<p>\u00e2\u20ac\u0153Based upon our review of Saturday night\u00e2\u20ac\u2122s race at Richmond, it is our determination that the MWR organization attempted to manipulate the outcome of the race,\u00e2\u20ac\u009d said Robin Pemberton, NASCAR vice president of competition. \u00e2\u20ac\u0153As the sport\u00e2\u20ac\u2122s sanctioning body, it is our responsibility to ensure there is a fair and level playing field for all of our competitors and this action today reflects our commitment to that.\u00e2\u20ac\u009d<br \/>\nHere&#8217;s the statement from Michael Waltrip Racing:<\/p>\n<p><em>MWR Statement<\/em><\/p>\n<p>CORNELIUS, N.C. \u00e2\u20ac\u201c Michael Waltrip Racing accepts the penalties issued by NASCAR this evening and plans to move forward in the 2013 season.<\/p>\n<p>Michael Waltrip, founder and co-owner of MWR: \u00e2\u20ac\u0153What occurred on the No. 55 radio at the end of Saturday night\u00e2\u20ac\u2122s race in Richmond was a split-second decision made by team spotter Ty Norris to bring the No. 55 to pit lane and help a teammate earn a place in the Chase. We regret the decision and its impact. We apologize to NASCAR, our fellow competitors, partners and fans who were disappointed in our actions. We will learn from this and move on. As general manager, Ty Norris has been an integral part of Michael Waltrip Racing since its founding and has my and (co-owner) Rob Kauffman\u00e2\u20ac\u2122s full support.\u00e2\u20ac\u009d<\/p>\n<p>I find it interesting that when an employee of MWR fails a drug test they are immediately terminated, but if a team member does something to net a $300,000 fine, points deduction, probation, and suspension, <a href=\"http:\/\/www.michaelwaltripracing.com\/news\/press-releases\/2267\/mwr-statement\" target=\"_blank\">Michael Waltrip issues a statement saying that employee has his &#8220;full support&#8221;<\/a>. Somehow that seems odd to me.<\/p>\n<p><em><br \/>\nJust in case you&#8217;re curious here&#8217;s what SHR has to say:<\/em><\/p>\n<p>KANNAPOLIS, N.C. &#8212; The following are statements from Stewart-Haas Racing regarding NASCAR\u00e2\u20ac\u2122s ruling to include Ryan Newman and the No. 39 team in the 2013 Chase for the NASCAR Sprint Cup.<\/p>\n<p>\u00e2\u20ac\u0153Obviously, we\u00e2\u20ac\u2122re very pleased with NASCAR\u00e2\u20ac\u2122s decision to provide Ryan Newman\u00e2\u20ac\u2122s rightful place in this year\u00e2\u20ac\u2122s Chase. NASCAR was put in a very difficult position Saturday night at Richmond and we commend the sanctioning body for taking the time to do the necessary due diligence to ensure that the right call was made.\u00e2\u20ac\u009d<\/p>\n<p>\u00e2\u20ac\u201c Tony Stewart, co-owner of Stewart-Haas Racing<\/p>\n<p>\u00e2\u20ac\u0153I am proud that NASCAR took a stand with respect to what went on Saturday night at Richmond. I know it was a tough decision to make. With that being said, myself, Matt Borland (crew chief) and this entire No. 39 team are looking forward to competing for the 2013 NASCAR Sprint Cup Series championship.\u00e2\u20ac\u009d<\/p>\n<p>\u00e2\u20ac\u201c Ryan Newman, driver of the No. 39 Quicken Loans Chevrolet for Stewart-Haas Racing<\/p>\n<p>I understand that NASCAR went with the most provable, probably in order to avoid having the penalties decimated like the Matt Kenseth\/20 team penalty earlier this year. I find it sad that that travesty resulted in NASCAR being unable to do what&#8217;s right and necessary for fear of their authority being countermanded by John Middlebrook and\/or the appeals board. I believe the group who gathers to discuss situations and issue penalties go out of their way to be fair and to do the least amount of damage possible. They also have a responsibility to the sport and need to have the ability to police the sport. Oversight is necessary, but NASCAR ought to be able to appeal the appellate ruling also.<\/p>\n<p>This penalty is unsatisfactory to me as a fan. It is too vague and insubstantial. NASCAR believes there was a concerted effort to manipulate the Chase by an entire team, yet a member of that team will compete for the Championship while Jeff Gordon will not. I understand Helton&#8217;s stance of not dealing with the ripple effect, but the ripple affected more than MWR and Ryan Newman. If Newman receives restitution, why not Jeff Gordon? I believe there should be an extra empty space with his name on it where Clint Bowyer&#8217;s name used to be. Helton seemed to indicate in the press conference following the statement release that NASCAR isn&#8217;t making an example of anyone, but that shouldn&#8217;t stop NASCAR from issuing a punishment appropriate to the crime. Bowyer&#8217;s actions were detrimental to the sport, as were Ty Norris&#8217;. They should both require some sort of Road to Recovery program before reinstatement since their actions were as dangerous as A.J.
